So after a small update it seems KDE menu just stopped populating, after a ton of trawling and figuring stuff out here is the perfect solution
copy
/etc/xdg/menus/kde4-applications.menu
to /home/YOURUSER/.config/menus/
now rename it to applications.menu
now run:
kbuildsycoca4 -noincremental
shouldn't even need to reboot, just check your lovely menu!
